Well, good news, Outlook Mobile has been updated and is now allowing you to easily access and manage your contacts.
You may not notice it at first because this functionality is a little bit hidden.
After opening Outlook mobile open the More menu to display the new Contacts option
While you are there, you can also choose to reorder the menu to make it more accessible
When creating a new contact, you may be asked to allow Outlook to access your contact and enable the synchronization of your contacts
